Welcome to Cantonment Board Clifton

Cantonment Board Clifton (CBC) was brought into existence through a Notification SRO No. 207(1)/ (83) dated 27-2-1983 in order to provide municipal cover to 8 DHA phases together with 13 Katchi Abadis located in the periphery and Blocks 8-9 of Clifton. It is spread over an area of 51.327 square kilometers with swelling population of 0.25 million at present. Karachi Cantonment is on its North and West; towards East lies City District Government Karachi (CDGK) and towards southern parameter stretches the Arabian Sea. The area is predominantly inhabited by civilian populace with only some pockets of military establishment e.g. Transit Camp, Race Course Ground, certain units of Signals and few residential units of HQ 5 Corps.


CBC maintains one of the posh localities of Karachi with a huge infrastructure, decent shopping malls and sprawling recreation resorts, neat and clean environment and , most of all a 131.2 kilometer long beach which the citizen throng every evening in a large number for fun and entertainment. CBC and DHA have, therefore developed numurous facilities for residents and visitors in the area.

CBC is a self-supporting civic body which does not normally seek financial aid either from the federal Govt or the provincial Govt. The Board is headed by Station Commander5 Corps, two elected members from the area and a number of senior and seasoned bureaucrats. DHA provides the much needed technical know-how and backup support to CBC. The residents are fully satisfied with the existing setup.

Besides, a number of residents’ associations are working hand in hand with the authorities of the CBC. Monthly meetings of residents are also held regularly in order to discuss and resolve their problems. The Board has its office in a purpose built, splendid building at CC-38, Khayaban-e-Rahat, Phase-VI of DHA. A state of the art one window operation is in the finishing stage that will improve efficiency for public convenience and image of CBC as a provider of municipal services. The automation of CBC system has already been successfully developed for public facilitation. New updated user friendly Website has also been launched.


A modern fire brigade has been installed in a newly constructed purpose built building located on khayaban-e-Jami. Two fire tenders have been purchased by DHA and one by CBC. The facility is well-staffed and properly equipped and is rendering valuable public service.

Arrangements have been made for the provision of adequate lights at all the important crossings/junctions. Traffic lights and blinkers have also been installed for the convenience of road users. At present, CBC is maintaining 14000 street light points.                                                                                               

CBC has so far executed 16 state of the art Water Purification Plants and contemplates to raise their number to 20, four to be executed in near future. This has provided much relief to those consumers who do not have filtration facility at their residence. This gesture of CBC is much appreciated by public at large.

Public Health measures have been greatly improved. Night soil is disposed off through flush system, and rubbish is lifted through conservancy vehicles and dumped nearby Surjani Town. Contractors have also been engaged to remove rubbish from DHA areas and blocks 8 & 9 of Clifton.

There is no Cantonment General Hospital. However, two health centers are running by the Board for medical treatment of outdoor patients numbering about 7000.

New building by-laws have been framed and notified by CBC in consonance with the KBCA regulations, which is a leap forward. Enforcement of building by-laws is being ensured through the Building Control cell which requires restructuring and capacity building.

For Public safety and convenience, 4600 color coded street boards have been installed in all phases of DHA and 51 information boards have been added to give aesthetical view in the entire Cantt. Area.

In order to ensure Beach Safety, 4 life guards have been recruited and modern beach towers are being constructed. Besides, CBC enforcement staff is also deployed to maintain order and discipline at the beach. Similarly, sanitation/ hygiene on the beach has been improved manifold. A modern beach cleaner is in the process of procurement.

A new enforcement cell has been created in CBC in order to enforce the wit of the civic body, with its office at chuadhry. Khaliq-uz-zaman Road and headed by and Enfo-superintendant, assisted by a contingent of 8 personnel who have been equipped with transport, fork lifters, telephone for effective performance of duty. This measure has improved the writ of CBC and an effective check over encroachments, vendors and unauthorized constructions. The enforcement cell has provided of great help to the residents particularly during rain related emergency.

A state of the art public facilitation center has been established in the CBC main office for public convenience. The facility shall be completely automated and managed by lady staff. Five lady computer operators/complaint receivers/receptionist have been recruited through a transparent process. Fully equipped with staff, hardware and furniture, the public facilitation center is operative for CBC residents.

Financial management of CBC is base on professional footings and balance has been maintained between inflow of resources and out flow of expenditure. Major Sources of income forming the financial bedrock are house tax, conservancy tax, hoarding tax, water tax, TIP tax and consumption fee, etc. Yet it has many unexplored vistas of revenue augmentation.

CBC is a self reliant, forward looking entity well braced for futuristic plans and programmes. The recent computerization of the tax and other related systems, efforts to expand the tax base, innovative tax recovery measures and launching of a number of public utility projects etc, all speak eloquently for the hard work put in by the management and staff of CBC.
